How to be certified in New Jersey?
[The best way to use this guide is to use it as a "thread" and check out all hotlinks along the way for additional information.]
All candidates must:
* Earn a baccalaureate degree or an advanced degree from a regionally accredited college or university.[Degree. Please note, your degree must have at least 60 liberal arts credits. Math does count as liberal arts credits. Almost all Chinese college degrees include the 60 liberal arts credits with the exception of Business degree (B.M.) and a couple of others.]
* Complete an approved program of teacher education OR a district training program for licensure.[24-hrs]
* Maintain cumulative GPA requirements in the baccalaureate or state-approved post-baccalaureate certification program.
* Pass The Praxis Series tests for their certification area.[Praxis]
* Submit the appropriate documents and fees required for licensure.
* Pass an examination in physiology and hygiene, administered at the county offices of education. In lieu of this examination, the applicant may present basic military training or college level study in areas such as biology, health or nutrition.

How to receive Certificate of Eligibility (CE)?

- I have or will have a teaching certificate from another state but not for teaching elementary students and I have not taken Praxis II Elementary Education: Content Knowledge (0014 or the online version 5014) or Early Childhood Education (0022). [Praxis] (If you have a teaching certificate for Elementary Education, you may apply to NJ DOE and be issued an equivalent NJ certificate after paying the application fee.)

How do I apply for substitute certification?

* For substitute certification, 60 semester hours of college credits are required. [Degree]

* Completed forms (with a check of $125 payable to "Commissioner of Education") are returned to the local board of education office for district superintendent's signature. An operating charter school is a "school district" of its own and hence its principal can sign off the completed forms. Not all districts understand that they do not have to have budget and openings for substitute teachers to support your applications. Look for the school districts that are more supportive than others even though they do not plan to hire any substitutes.
* District will forward completed forms to the County Superintendent's Office for review and approval. Email info@piacs.org if unclear where to submit your package.
* Upon approval, a Substitute Certificate will be issued and mailed to the local board of education.
Once you have a Substitute Certificate, you can substitue in ANY public schools including charter schools in New Jersey.
Degree. If you completed your undergraduate studies outside of the U.S., you need to get degree equivalency for studies completed in foreign countries. Obtain a credentials evaluation from an approved evaluation service (e.g., WES) that includes degree equivalency, semester-hour equivalent of each area of college-level study, and the cumulative baccalaureate and advanced degree GPAs. This step takes a while so do this one ASAP.($160)
24-hrs. An Introduction to the Teaching Profession: A 24 Hour Pre-service Program. This is a new requirement since September/October 2009 to make sure you understand the profession you are about to go into. This program usual takes a month to complete so register for yours soon. ($200)
There is an online opportunity offered by Rutgers University in May.
Praxis. Praxis II test in "Elementary Education: Content Knowledge (Code 0014 or the online-version 5014 $80)" for Elementary Education certification or "Early Childhood: Content Knowledge" for Early Childhood Education certification. Need to indicate NJ DOE (code R7666) as the recipient for the score and your social security number (even though it may say optional). It usually takes a month to get the score.
Non-citizen. United States citizenship is a requirement for licensure. A five-year non-citizen license may be issued to an eligible applicant upon completion of a sworn affidavit to become a United State citizen. This school may sponsor the H-1B visas.
PTP. Provisional Teacher Program - mentoring, supervision, and evaluation. ($550 for CEAS holder - 30 weeks, $1,000 for CE holder - 34 weeks)
200 hours of Formal Instruction at a state approved regional training center, college-based alternative route program, or alternate route Master of Arts in Teaching Program - at least 200 hours of instruction aligned with the New Jersey Professional Standards for Teachers concurrent with employment. ($1,450+)
90 hours of Formal Instruction at a state approved regional training center or equialent college coursework - 45 hours of study in teaching language arts/literacy and 45 hours of study in teaching mathematics at the K-5 level. This is a requirement for candidates seeking an elementary K-5 certificate.

13-17 credits. Must enroll in and complete a DOE approved 13-17 credit college-based preschool through grade three alternate route program. (varied by college)
